1. unveiled= a. to remove a veil or covering from; b. to disclose, reveal
--> A long report on challenges facing the Arab world will be unveiled next month.

2. deficit= a. inadequecy of insufficent; a disavantage b. the amount of which a sum of money falls short of the required/expected amount
--> The third of four planned United Nations Development Program reports on the Arab states will focus on the "freedom deficit".

3. impediments=a. something that is a hindrance b. law-something that obstructs the making of a contract
--> The paper also cites the US occupation of Iraq and Isreal's hold on the West Bank and Gaza as "impediments to human development".

4. nepotism=favouritism shown to relatives/close friends by those in power (as by giving them jobs/in business)
--> In the Arab world, freedom is denied by corruption, nepotism, autocracy and occupation.

5. autocracy= a. a political system governed by unlimieted authority by a single person/individual
--> That country is a backward country as it still practices autocracy.

6. stooge= One who allow oneself to be used for another's profit or advantage; a puppet
--> Arab regimes condemned the UNDP as a Washington stooge for its critism of human-rights abuses and backwardness.

7. chafed = a. to rub and cause irritation/friction b. to feel irritated or impatient
--> Poor states like Yemen and Sudan chafed at data showing they lag far behind in Internet access.

8. patrimony= a. an inheritance/legacy; heritage b. an endowment or estate belonging to an institution
--> The report will also highlight the "tension" in Arabs' identity as citizens of Arab states and as members of an "Arab patrimony".

9. neoconservatives= those who support movement in favour of political, economic and social conservation that arose in opposition to perceived liberalism
--> Chalabi's admirers among Washington neoconservation are now touting him as a possible high-ranking member of a new Iraqi goverment.

10. touting= a. soliciting of importuning b. obtaining or selling information for bettors c. promoting/praising energetically; publicising
--> His supporters were already touting him as the president of their club before the votes were counted.

11. repprochement= a. a reestablishing of cordial relations between two countries b. the state of reconciltation or of cordial relations
--> Some in the US media hint that the Bush administration has already privately sought ato effect a rapprochement with the controversial Iraq.

12. illicit= not sanctioned by customer law; unlawful
--> US secretary of State Condoleeza Rice, addressing the prospect of invading Iran, which US suspects of having an illicit nuclear-weapons program.

13. laudatory= full of or giving praise
--> "Kudos!" cheered one Malaysia-lover but Turks were not so laudatory.

14. crass= so crude and unrefined as to be lacking in discrimination and sensibility
--> "You are bowing to the most crass stereotype of Islam."

15. parochial= narrowly restricted in scope or outlook.
--> How parochial and narrow-minded can one get?

16. archaic= no longer current of applicable; antiquated
--> Turkey is a stronghold of arrogant nationalism and archaic Islamic traditions.

17. ascetic= leading a life of self-discipline and self-denial
--> The is the very picture of an ascetic Islamic prelate.

18. prelate= a high-ranking member of the clergy
--> He is a strict Muslim prelate.

19. interim= an interval of time between one end event, process, of period and another
--> The interim government installed a T-I connection to the Internet, so his representatives can stay in touch by e-mail.

20. arcane= known ofr understood by only a few
--> Is he the ayatollah with a 20-page bibliography of arcane Shia theology to his credit?

21. fledgling= young and unexperienced
--> Some voters can be seen fledging reform in the monarchies of Morocco, London and Bahrain.

22. anemic= lacking vitality; listless and weak
--> Even the anemic elections for municipal councils on Saudi Arabia this week start to seem promising.

23. municipal= a. having local self-government b. issued on the authority of a local/state government
--> He has been punished under the law of the municipal council.

24. thwart= a. to prevent the occurence, realisation of attainment of b. to oppose and defeat the efforts, plans of ambitions of
--> He was thrown into jail, in a textbook example of the way Washington's Arab allies thwart hopes to expand freedom.

25. totalisation= imposing a form of government in which the political authority exercises absolute and centralised control over all aspects.
-->The means used are far less savage that those of a totalisation dictator like Saddam Hussein, but they are often just as effective.

26. ubiquitous= everywhere.
-->Today, mobile phones have become ubiquitous in society.
